About the Authors

Paul Brace

Paul Brace is the Clarence L. Carter Chair of Legal Studies in the Department of Political Science at Rice University. He has published research in the American Journal of Political Science, Journal of Politics, Social Science Quarterly and American Politics Quarterly. He is the author of "State Government and Economic Performance" and co-editor of "The Presidency in American Politics" and "American State and Local Politics." Barbara Hinckley was a political science professor at New York University and Purdue University. She is now deceased.
