Tom Allen, a former, six-term Democratic Congressman from Maine, contends that Congress will continue to face legislative logjams as long as ideological fissures exist between Republicans and Democrats.  Mr. Allen recounts his own inability to understand his Republican colleagues and vice versa during his tenure in the House of Representatives.  Tom Allen speaks at the Jimmy Carter Presidential Library and Museum in Atlanta.
