Strobe Talbott, a former reporter and editor for Time magazine, served as Deputy Secretary of State during the Clinton administration.  He is currently president of the Brookings Institution.  Mr. Talbott's books include "The Great Experiment," "Engaging India," and "The Russia Hand."
