Mark Moyar argues that good military leadership, not "winning hearts and minds," is the key to winning counterinsurgency wars.  Professor Moyar came to this conclusion after studying counterinsurgency efforts going back to the American Civil War.  Tom Ricks of the Washington Post provides commentary.  This event was hosted by the Center for Strategic and International Studies in Washington, DC.
