Supreme Court Justice Stephen Breyer talks about his book, "Active Liberty," at the Brookings Institution in Washington, DC. In the book, Justice Breyer explains that the decisions he makes in cases are guided by his philosophy that the Constitution aims to promote public participation in our democracy.
