Mr. Riley examines the government assistance programs designed to help African-Americans rise from poverty and finds them ineffectual at best.  He argues that programs intended to help poor minorities frequently work to hold them back, however unintentionally.  He discusses his findings with American Urban Radio Network's Washington Bureau Chief and White House Correspondent, April Ryan.
