Melvin Goodman, former division chief of the CIA's Office of Soviet Affairs, argues that our current level of spending on defense is excessive and is making us less secure.  Mr. Goodman spoke at the Commonwealth Club of California in San Francisco.          

About the Authors

Melvin Goodman

Melvin Goodman was division chief and senior analyst at the CIA's Office of Soviet Affairs from 1976 to 1986 and senior analyst at the State Department's Bureau of Intelligence and Research from 1974 to 1976.  Currently, Mr. Goodman is a senior fellow at the Center for International Policy and adjunct professor of government at Johns Hopkins University.  His books include "The Phantom Defense" and "Bush League Diplomacy."
