Mr. Gugliotta examines the creation of the Capitol amongst the social and political landscape of the time, as ground was broken shortly after Congress passed the Compromise of 1850 and the placement of the Freedom statue atop the building's 9-million pound, cast-iron dome in 1863, five months after the Battle of Gettysburg.
