Spencer Overton

Spencer Overton is a professor of law at George Washington University and a senior fellow at Demos.  From 2009 to 2010 he served in the Justice Department's Office of Legal Policy.  Prof. Overton also served as a commissioner on the Carter-Baker Commission on Federal Election Reform.
