About the Program
Former Republican Congressman James Rogan of California recounts his role in the impeachment trial of President Bill Clinton and the effect the verdict had on the executive branch. Mr. Rogan argues that President Clinton's extramarital affair was immaterial to the greater charge of perjury and obstruction of justice. The author contends that by not executing impeachment proceedings against the President a precedent would have been set, allowing future President to remain above the law.
