About the Program

Former Republican Congressman James Rogan of California recounts his role in the impeachment trial of President Bill Clinton and the effect the verdict had on the executive branch.  Mr. Rogan argues that President Clinton's extramarital affair was immaterial to the greater charge of perjury and obstruction of justice.  The author contends that by not executing impeachment proceedings against the President a precedent would have been set, allowing future President to remain above the law.  Former Congressman Rogan speaks at the Nixon Presidential Library & Museum in Yorba Linda, California. 

About the Authors

James Rogan

James Rogan is a judge of the Superior Court of California.  He is a former Republican member from California of the U.S. House of Representatives, where he served from 1997 to 2001.  Mr. Rogan worked in the Bush administration as Under Secretary of Commerce and director of the United States Patent and Trademark Office.  He is the author of Rough Edges: My Unlikely Road from Welfare to Washington
