Jonathan Soffer, associate history professor at New York University's Polytechnic Institute, examines Ed Koch's tenure as mayor of New York City from 1978 to 1989.  Mr. Soffer recalls the depleted state of the city at the beginning of Koch's tenure and the redevelopment plans that the former mayor put forward throughout his three terms.   Jonathan Soffer discusses his book at the Tenement Museum in New York City.
